Remembering the mission and pursuing excellence to accelerate the process of building a strong country for graduate education in China

On November 5, 2010, the 2010 Annual Meeting of the Association of Chinese Graduate Schools(ACGS)was held in Nanjing, the ancient capital. The meeting was attended by Li Jun and Guo Xinli, Deputy Directors General of the Academic Degrees Office of the State Council and the Department of Degree Management and Graduate Education of the Ministry of Education, Liu Jinghui, Secretary General of the China Scholarship Council, Li Xiaomin, Vice Governor of Jiangsu Provincial People's Government, Chen Jun, President of Nanjing University, Yin Xiangwen, Deputy Director of Jiangsu Provincial Department of Education, Yang Xiaojiang, Director of the Academic Degrees Office of Jiangsu Province, and Deans and Executive Vice Deans of 57 graduate schools of the Joint Council of Deans. Leaders from the Department of Students of the Ministry of Education, the Academic Degrees Office of the State Council and the China Scholarship Council, and leaders of some universities in Jiangsu Province in charge of postgraduate education also attended the conference.

The venue of the 2010 Annual Meeting of Association of Chinese Graduate Schools(ACGS)

Professor Cheng Chongqing, Vice President of Nanjing University and Dean of Graduate School, presided over the meeting. Vice Governor Li Xiaomin, President Chen Jun, Deputy Director Yin Xiangwen and Deputy Director Guo Xinli expressed their warm congratulations to the conference. Comrade Guo Xinli said in his speech full of emotion that he would like to "thank the Joint Council of Deans of Graduate Schools not only for its contribution to the cause of graduate education in China for more than ten years, including the great work done by the secretariat, but also for the important role played by the Joint Council of Deans of Graduate Schools in enhancing the strategic position of graduate education in China and expanding the influence of graduate education in China in the international arena. Speech of Academician Han Qide, Vice Chairman of the Standing Committee of the National People's Congress

Academician Han Qide, Vice Chairman of the Standing Committee of the National People's Congress (NPC), who was the Secretary General of the Joint Council of Chinese Graduate Schools and the Dean of the Graduate School of Peking University, visited the meeting and delivered a warm speech. He said he was very happy to see old friends and new friends in this annual meeting. He recalled with deep feelings his deep affection for the cause of graduate education as an old comrade on the postgraduate education front, and fully affirmed the contribution of graduate education to the development of China's society and economy in the past 30 years. He pointed out that the Association of Chinese Graduate Schools(ACGS)is a very good organization, which plays an important role in the development of Chinese graduate education, and with the development of Chinese higher education, the Association of Chinese Graduate Schools(ACGS)will certainly play a greater role in the new era. He hoped that all deans should have confidence and expectation for the future of graduate education. He hoped that all of them would devote themselves to the work of graduate education with passion and keep reforming, innovating, developing and improving. He expressed that although he had left the work of graduate education, his love and passion for graduate education remained. When he saw the work of the Joint Committee, he could not help participating in it, because graduate education has become an inseparable part of himself. He also expressed his wish to continue to be involved in the cause of graduate education in China as a supernumerary, together with the Ministry of Education, the Academic Degrees Office of the State Council, and the deans of graduate schools nationwide. Chairman Han Qide's deep affection for the Joint Council of Deans and the cause of postgraduate education in China deeply touched all deans and inspired them, winning them thunderous applause.

Li Jun, Deputy Director of Academic Degrees Office of the State Council and Deputy Director of the Department of Degree Management and Graduate Education of the Ministry of Education, delivered a speech.

The theme of this annual conference was "Cultivation of Professional Degree Graduate Students" and "Cultivation Model of Top Innovative Talents". Li Jun, Deputy Director General (Deputy Director General) of Academic Degrees Office of the State Council, delivered a conference report entitled "Postgraduate Professional Degree Education in Reform and Development". He firstly analyzed the development background and situation of postgraduate education in China, and then pointed out the main problems and development opportunities of the current development of postgraduate professional degree education in the light of the characteristics and requirements of postgraduate professional degree education, and made a speech on the future development principles, construction goals and the development mode of postgraduate professional degree education. He also made an important elaboration on the development principles and construction goals of postgraduate professional degree education and how to reform and improve the management and quality assurance system of postgraduate professional degree education. Mr. Liu Jinghui, Secretary General of China Scholarship Council, introduced the status of China's public study abroad and study in China and the "National Program for the Construction of High-level Universities for Publicly Assigned Postgraduates" in the conference. Chen Ruiwu, Director of the Department of Students of the Ministry of Education, made a report on the important issues such as the reform of postgraduate enrollment and the way of selecting outstanding talents. Twelve deans of graduate schools made presentations on the practice and exploration of professional degree education and cultivation of top-notch innovative talents in their respective schools. Prof. Du Zhaohui, Executive Vice President of Shanghai Jiaotong University, introduced the 2009 Annual Meeting of CGS and the Global Strategic Leadership Summit on Graduate Education (2009 and 2010), which he was invited to attend on behalf of the Joint Council of Deans, and shared his experience and thoughts with the audience.

Dean of Peking University Graduate School, Mr. Wang Enge, delivered the annual work report of the Joint Committee

Academician Wang Enge, Dean of Graduate School of Peking University, presented the annual work report (including financial report) of the Joint Committee to the conference. He summarized the work of the Joint Committee from several aspects, including domestic work, international exchange, network construction, financial situation and the development of the Joint Committee in the past year. He pointed out that 2010 was an extraordinary year for education in China, as the Chinese government held the first National Education Work Conference in the new century and promulgated the National Medium- and Long-term Education Reform and Development Plan (2010-2020), which is a milestone event in the history of China's education development. The work of the Federation in 2010 has also made significant progress and promising achievements, especially the compilation and publication of the Annual Report on Postgraduate Education in China 2009, which is the first annual report on postgraduate education in China, and is a great achievement for the present time and for a thousand years. Professor Yan Guangcai from East China Normal University introduced the compilation of the Annual Report of China Postgraduate Education 2010 and explained the key points of the 2011 Annual Report, and made suggestions for the future compilation work. Academician Wang Enge earnestly hoped that all deans of the Joint Council would continue to support the compilation of the annual report, and hoped that they would bear in mind the mission, pursue excellence, and seek a bright future for the development of the Joint Council, thus making our contribution to the development of China's postgraduate education and expanding the international influence of China's postgraduate education.

Presenting souvenirs to this year's outgoing deans

The Association of Chinese Graduate Schools(ACGS)is the common home of all deans, and the development of the Joint Council is the result of the joint efforts of all deans. In order to thank the outgoing deans and executive vice deans for their support and contribution to the work of the Joint Council, this year's annual meeting has added a ceremony to present souvenirs to the outgoing deans, and each year a ceremony will be arranged to present souvenirs to the outgoing deans and executive vice deans. At this year's ceremony, Prof. Deng Jun, President of the University of Geosciences, delivered a speech full of emotion as the representative of the outgoing deans. He said that the Joint Council is a warm and cohesive group, and that the days of working with all the deans in the Joint Council are unforgettable forever. He also said that no matter how the job changes in the future, the cause of the Joint Council will always be their concern. He wished the Joint Council of Deans better and better!

The Joint Council has passed its first decade, a decade with a series of groundbreaking achievements, a decade that created many "firsts in the history of Chinese graduate education"! Facing the new historical journey, the deans expressed that they should bear in mind their responsibilities and missions, unite together, and work hard to accelerate the process of building a strong country for postgraduate education in China!
