  "The first annual meeting of the Association of Chinese Graduate Schools(ACGS)was held in Zhuhai, Guangdong Province from April 24 to 26, 2000. Mr. Zhao Qinping, Director of the Academic Degrees Office of the State Council, Mr. Wang Yajie, Deputy Director of the Department of Students of the Ministry of Education, Mr. Han Jianhua, Deputy Director of the Department of Education of Guangdong Province, Mr. Luo Yuanfang, Deputy Director of the Department of Education of Guangdong Province, Mr. Yu Rong'ao, Vice Mayor of Zhuhai City, and Deans or Executive Vice Deans of 33 graduate schools in China attended the meeting.


  Huang Daren, President of Sun Yat-sen University and Dean of Graduate School, presided over the opening ceremony of the annual conference. The meeting held a lively discussion on the development plan of degree and postgraduate education in China, the relevant legal issues in postgraduate education, the counterpart support of 33 graduate schools for postgraduate education in the western region and the construction of the Joint Association of Deans of Chinese Graduate Schools itself. At the meeting, the "Proposal on Revising the Regulations on Degree and Amending and Supplementing Individual Articles of the Law on Higher Education", which was submitted to the relevant departments of the state, was adopted in the light of the actual situation of postgraduate education in China at present and how to run postgraduate education in accordance with the law; in the light of the general strategy of the Central Committee of the Party to implement the development of the western region, the proposal on how to In the light of the overall strategy of the Central Committee of the CPC to implement the western development, the "Initiative of the Joint Association of Deans of Graduate Schools of China on Supporting the Development of Graduate Education in the Western Region" was adopted to help the cultivation of high-level talents in the western region in the field of graduate education. The meeting also introduced the situation of graduate education-related organizations in the U.S. and Canada, and made suggestions on how to strengthen the Joint Conference itself by drawing on their successful experiences. During the meeting, the Academic Degrees Office of the State Council accepted the consultation of the deans of the Joint Conference on the development planning and policy formulation of degree and postgraduate education.


  Professor Zhou Qifeng (Executive Vice President of Graduate School of Peking University and Academician of Chinese Academy of Sciences), Secretary General of the Joint Conference of Deans of Chinese Graduate Schools, presided over the closing ceremony. The meeting achieved the expected purpose and was a complete success!

Initiative on Supporting the Development of Graduate Education in the Western Region


  At the turn of the century, the Party Central Committee, with Comrade Jiang Zemin as the core, put forward the strategy of implementing the development of the western region, which attracted national attention and worldwide attention. This is of great significance in promoting sustained national economic growth, coordinated economic development of all regions, and ultimately achieving common prosperity, as well as in strengthening national unity, maintaining social stability, and improving the overall quality of the entire nation.

  Premier Zhu Rongji pointed out: vigorously develop science and technology and education, is an important condition for the implementation of the western development. At present, the western region's economy is relatively backward, the education base is relatively weak, the phenomenon of brain drain is serious. The key to achieving the take-off of education, science and technology and economy in the western region lies in the cultivation and formation of a high-level and high-quality talent team. The member units of the Joint Association of Deans of Graduate Schools of China, as the main base of national graduate training, have the responsibility and obligation to support the development of graduate education and the cultivation of high-level talents in the west. To this end, we advocate that:

1. organize a workshop group of graduate school instructors and deans of graduate schools to conduct research and lecture in the west, and close academic exchanges and scientific and technological cooperation with the west.

2. organize teachers and postgraduate education managers to teach and work part-time in western universities, and at the same time, accept teachers and postgraduate education managers from universities in western regions for further training, or organize training courses for university teachers in western regions.

3. to train postgraduates and various high-level talents urgently needed for the development of the west through joint guidance and joint training in western universities or in the universities where the graduate schools are located.

4. supporting the construction of discipline and talent cultivation bases of universities in western regions and accelerating the construction and development of graduate degree authorization points in western regions.

5. to train scientific and technological backbone and management talents urgently needed by large and medium-sized enterprises in the west by means of cultivating master of engineering, master of business administration (MBA) and holding advanced courses of postgraduate courses.


 In order to achieve the above goals, each university where 33 graduate schools are located will focus on supporting one university and one or two large and medium-sized enterprises in the west, giving full play to the advantages of each graduate school and making due contribution to the implementation of the western development strategy!
