On October 30, 2009, the 10th Anniversary Conference of Association of Chinese Graduate Schools(ACGS)and the 2009 Annual Meeting of tAssociation of Chinese Graduate Schools(ACGS)were held in Xi'an, the ancient city of China. The main leaders attending the conference were Chen Xi, Deputy Secretary of the Party Group of the Ministry of Education and Vice Minister of the Ministry of Education, Lin Huiqing, Member of the Party Group of the Ministry of Education and Assistant Minister of the Ministry of Education, Liu Jinghui, Secretary General of the China Scholarship Council, Guo Xinli and Liang Guoxiong, Deputy Directors of the Academic Degrees Office of the State Council and Deputy Directors of the Department of Degree Management and Graduate Education of the Ministry of Education, Yang Xiwen, Deputy Secretary of the Education Work Committee of Shaanxi Provincial Committee and Director of Shaanxi Provincial Department of Education, Zhou Qifeng, President of Peking University and Dean of Graduate School, and Academician Zhou Qifeng, Academician Zheng Nanning, President of Xi'an Jiaotong University and Dean of Graduate School, Wang Jianhua, Secretary of Party Committee of Xi'an Jiaotong University, deans and vice deans of 57 graduate schools nationwide, and relevant leading comrades from the Ministry of Education, Academic Degrees Office of the State Council, China Scholarship Council, Center for Development of Academic Degrees and Graduate Education, and Shaanxi Academic Degrees Office were also present at the conference.

Vice Minister Chen Xi delivered an important speech at the conference. On behalf of the Ministry of Education, he congratulated the 10th anniversary of the establishment of Association of Chinese Graduate Schools(ACGS)and fully affirmed the outstanding contributions made by the Joint Conference to the reform and development of degree and postgraduate education in China in the past ten years. He pointed out the importance and urgency of the reform and development of graduate education under the new situation and the direction of the future development of China's graduate education from the national strategic height, and raised new expectations for the future development of the Joint Conference.

Assistant Minister Lin Huiqing, Deputy Director Liang Guoxiong, Director Yang Xiwen and President Zheng Nanning delivered speeches at the opening ceremony, in which they reviewed and summarized the fruitful work carried out by the Association of Chinese Graduate Schools(ACGS)in the past ten years since its establishment, and the important influence it has made in the field of graduate education at home and abroad. Reflecting on the current situation of the reform of graduate education, they put forward some issues worthy of deep consideration in the current reform and development of graduate education. Facing the new situation, new tasks and new requirements, they hoped and believed that the Association of Chinese Graduate Schools(ACGS)could uphold its responsibilities and missions, actively explore the road of sustainable development of degree and graduate education around the national goals, and make greater contributions to opening up a new situation of the cause of degree and graduate education in China. In his speech, Vice President Liang Guoxiong said that the Joint Council of Graduate Schools of China will make more contributions to the development of degree and graduate education in China. Prof. Su Jianbo of Shanghai Jiao Tong University, Prof. Xu Huaimin of China University of Petroleum and Prof. Wang Yanglin of Peking University also made reports on the work of the delegation of the Association of Chinese Graduate Schools(ACGS)to the 2008 Annual Meeting of the American Association of Graduate Schools, the delegation of the Joint Council of Deans to Hong Kong and the delegation of Association of Chinese Graduate Schools(ACGS)to Taiwan, sharing the experience and methods of the reform of graduate education in the United States, Hong Kong and Taiwan, as well as some thoughts and inspirations on the reform of graduate education in China. Professor Yanglin Wang also briefly introduced the work of the Association of Chinese Graduate Schools(ACGS)in 2009; Professor Zhibin Li of East China Normal University introduced the situation related to the preparation of the Annual Report on Graduate Education in China; Professor Huiyuan Ye, former Vice President of Shanghai Jiaotong University and former Dean of Graduate School, and Professor Haoming Chen, former Executive Vice Dean of Graduate School of Tsinghua University, spoke on behalf of the outgoing deans.
