On February 25, Tianjin University officially released the "Action Plan for First-class Postgraduate Education" (No. 6 [2021]) in the form of an official document issued by the university to benchmark the world's first-class postgraduate education and promote the reform and innovative development of postgraduate education in the new era. The document thoroughly implements the important instructions of General Secretary Xi Jinping on postgraduate education and the spirit of the National Conference on Postgraduate Education, combines the development needs of postgraduate education in the new era of the university, closely follows the theme of high-quality development, leads the reform and development of postgraduate education in a practical and deep way, comprehensively improves the level of postgraduate education in the university, and cultivates more students with "national sentiment, international vision, innovative spirit and practical ability". The university will also be able to cultivate more high-level talents with "national sentiment, international vision, innovative spirit and practical ability".
On September 29, 2020, Tianjin University held a symposium on implementing the spirit of the National Conference on Graduate Education and the kick-off meeting of the Fourth Conference on Graduate Education of Tianjin University. In the three months after the conference, all departments and colleges (departments) of the university emancipated their minds and made concerted efforts to carry out multi-level, multi-dimensional and diversified discussions around the Draft Action Plan for First-class Graduate Education of Tianjin University through thematic reports, policy propaganda, exchanges and seminars, and special interviews, etc. More than one hundred seminars were held and a lot of insights were contributed. Tianjin University held the closing meeting of the Fourth Postgraduate Education Work Conference to further deepen the understanding and build consensus for the formation of the Action Plan for First-class Postgraduate Education of Tianjin University on the basis of a comprehensive summary of the results of the seminars.
Based on the six key initiatives and ten special actions proposed by the Ministry of Education, the document, combined with the specific reality of Tianjin University, condenses "one goal, three systems, five unifications and eight tasks", and takes them as the general requirements for the reform of postgraduate education in Tianjin University in the new era.
Around the "one goal, three systems, five unifications and eight tasks", the document puts forward several reform initiatives and implements key reform tasks, mainly in the following three aspects.
First, to strengthen ideological and political education as the fundamental, systematically build the "three whole education" pattern. Strengthen the ideological and political education of postgraduates, enhance the ability of supervisors to educate people, create an atmosphere of first-class talent cultivation, and strengthen the whole staff cultivation, full cultivation and all-round cultivation. Among them, in the relationship between mentors and students, optimize the evaluation and assessment system of mentors, improve the training system of mentors, promote multi-dimensional support of toughness governance, and build a new model of mentoring.
Secondly, we will deepen the reform of cultivation mode with the construction of cultivation system as the core. Strengthen the construction of disciplinary core curriculum, promote the pilot reform of "complete credit system", and improve the incentive mechanism and honor system of postgraduate teaching. Among them, in the cultivation of innovation ability, we accelerate the restructuring of disciplines and majors, promote interdisciplinary and industry-education integration cultivation, strengthen innovation and entrepreneurship education, and systematically enhance the innovation awareness and entrepreneurship ability of postgraduates.
Thirdly, to improve the quality assurance mechanism with the reform of evaluation mechanism as the traction. It will align with the first-class standards, focus on the growth and success of postgraduates, and realize the classification evaluation and diversified evaluation. Insist on the front-loading, standardization, normalization and humanization of process management, and strengthen the triage selection. Among them, in terms of resource allocation, explore the promotion of the performance evaluation model of disciplines with classification, grade and contribution; improve the level of international cooperation cultivation of postgraduates, and improve the level of awards and grants through multiple channels.
