Diversified evaluation, high quality development, Tongji University deepening postgraduate education reform shows results

In the past five years, almost all the major research projects of Tongji University, such as the national key research and development program and national major engineering science and technology research, have been participated by postgraduates; about 70% of the university's high-level academic papers and invention patents are jointly completed by supervisors and postgraduates; and a large number of scientific research awards are condensed with the contributions of postgraduates. In the past five years, Tongji University has awarded nearly 800 doctoral degrees annually, and published more than three high-level academic papers per capita. Postgraduates have become an important force in the research and innovation team of Tongji University.

In recent year, the guests of Tongji Higher Lecture Hall include Yuan Yaxiang, academician of Chinese Academy of Sciences, Zhou Xuhong, academician of Chinese Academy of Engineering, Zhang Wenhong, director of Infection Department of Huashan Hospital affiliated to Fudan University, and Tan Yuanyuan, famous ballet performer, etc.

The opening of Tongji Higher Lecture Hall is another important initiative of Tongji University to adhere to the fundamental task of building moral character in the postgraduate training stage. Since the fall semester of 2018, Tongji University has added the credit requirement of "Tongji Higher Lecture" to the compulsory part of postgraduate students. The lecture mainly includes three modules of "ideological and political literacy", "academic literacy" and "professional literacy", inviting elites elites in the field of party and government education, academics and entrepreneurs to give lectures to postgraduates on site and share their experience in governance. The aim is to improve the research and academic ability and comprehensive quality of graduate students. There are about 100 lectures at the university level and 500 lectures at the college level every year.

In 2018, Tongji University, as one of the 20 independent audit units of degree authorization, has added Marxist theory as the first first-level discipline doctoral program in the university's independent audit and strengthened the construction of the School of Marxism. Comprehensively promote the full coverage of postgraduate courses in Civics and Politics, and from the 2018 class, explicitly require the strengthening of the integration of Civics and Politics education with professional courses in the postgraduate training programs of all disciplines across the university. The university has actively compiled Shanghai's first curriculum guide for the teaching of "Transportation Curriculum Civics", fully supported five "key reform pilot colleges" of Shanghai's curriculum Civics, and built "China Road", "Engineering Ethics" and "Transportation and Engineering". Engineering Ethics", "Transportation and Human Civilization", etc. A number of postgraduate or research-through courses with Tongji characteristics, such as the Civics Model Course and the Model Professional Course Chain, from comprehensive literacy courses, professional courses, professional course chains and model professional courses to public basic courses and academic frontier courses.

The "Engineering Ethics" course led by the School of Civil Engineering was originally a comprehensive literacy course for undergraduates, but later upgraded to a compulsory general education course for all masters in engineering, with faculty members from several colleges participating in the teaching. The course team also completed the distance video teaching linkage with Xinjiang University for the course "Engineering Ethics", and helped the university to train the teachers of the course.

Tongji University also upgraded the "mid-term examination" of doctoral students to "mid-term comprehensive examination". The mid-term comprehensive examination is divided into four parts, namely, ideological morality and academic integrity, course study, academic quality and mid-term progress of the dissertation, and a "fail" grade in any of the four parts will be recorded as "fail".

At the conference of Tongji University on postgraduate education held recently, the first 10 pacesetters and 10 excellent postgraduate supervisory teams were awarded, aiming to further select a group of supervisory teams with outstanding performance in postgraduate cultivation such as postgraduate thought leadership, academic research and innovative practice, and to better play their leading and exemplary roles.

Promote the reform of the evaluation and appointment system of graduate student supervisors, and compact the "first responsibility" of supervisors

"The university implements a post assessment system for postgraduate supervisors, and the assessment contents are mainly: supervisors' working attitude, moral performance, academic level, scientific research support conditions, quality of supervising postgraduates, teaching and educating others, etc. The results of the assessment are used as the basis for the next year's decision of whether or not to be a supervisor. The assessment results are used as the basis for whether to continue enrollment, enrollment amount inclination, excellent tutor selection, performance reward, etc. in the next year." "Graduate student tutors supervising graduate students strictly implement the school attendance system and establish a system of regular meetings and heart-to-heart communication with graduate students, generally at least once a week." These rules and regulations come from the revised and released "Responsibilities and Work Standards for Graduate Student Mentors of Tongji University" by Tongji University in 2020. 2017 and 2020, Tongji University revised the document one after another, and the document mainly includes six parts totaling 36 articles, which comprehensively regulates the job responsibilities and work system of graduate student mentors.

The construction of mentor team is crucial to the postgraduate education and training. As early as 2015, Tongji University started to implement the reform of the work system of tutors on a trial basis. On the one hand, it abolished the auditing link of tutors' qualifications and merged the qualifications of tutors with teachers' titles, and on the other hand, it decentralized the authority, so that the subcommittee of each discipline's degree evaluation would formulate and revise the Measures for Determining the Qualification of Graduate Tutors and the Allocation of Enrollment Quota according to the situation of the disciplines under its jurisdiction. According to the needs of the enrolling disciplines, the academic achievements, scientific research performance, ability to supervise graduate students and cultivation quality of instructors are assessed every year, and the enrollment qualifications of instructors for the next year are independently reviewed and determined, thus further compacting the responsibilities of instructors as the first responsible person for graduate training. The university also established a system of three types of positions of responsibility, namely, subject, major and course, and defined the main responsibilities of these three types of positions of responsibility.

The person in charge said that since the implementation of the dynamic management method and negative list of tutors' enrollment qualification, the system of limiting, suspending and canceling tutors' qualification, nearly one hundred tutors have been limited and suspended each year, and more than one hundred new tutors have entered the tutor team. This has well solved the solidification and tenure system of the tutor team, diluted the ranking level above which tutors become titles, further stimulated the vitality of the tutor team, and the overall ability of tutors to guide and train graduate students has been significantly improved.

From 2019, Tongji University also resumed the selection of excellent doctoral master's theses at the university level and encouraged the declaration of excellent doctoral theses of national first-level societies to motivate instructors and graduate students to produce high-level results. In October 2020, two doctoral dissertations from the School of Environmental Science and Engineering were awarded the "Outstanding Doctoral Dissertation of the Chinese Society of Environmental Science in 2020" (11 in total); one doctoral dissertation from the School of Surveying, Mapping and Geoinformation was awarded the "Outstanding Doctoral Dissertation of the Chinese Society of Environmental Science in 2020". One doctoral dissertation from the School of Surveying, Mapping and Geoinformation was awarded the "Outstanding Doctoral Dissertation of China Association of Satellite Navigation and Positioning in 2020" (total 10 dissertations nationwide).

It is worth mentioning that Tongji University, as one of the first 16 pilot universities for doctoral research funding by the Ministry of Education, has also successfully piloted the enrollment of doctoral research funding to serve the major strategic needs of the country. With the support of the Ministry of Education, the university also enrolled 118 and 170 doctoral students in artificial intelligence in 2019 and 2020, respectively, successfully completing the "Special Admission Program for Cultivating High-Level Talents Urgently Needed in Key National Fields" and forming a healthy combination with PhD in research funding. Under the leadership of their supervisors, these PhD students from different disciplines are conducting scientific research in the interdisciplinary fields in the Shanghai Science Center for Autonomous Intelligent Unmanned Systems built by Tongji University.

Deepening the evaluation reform of postgraduate education and adhering to multiple standards

"In recent years, the university has promoted the diversification of postgraduate degree standards and sought quality rather than quantity for postgraduate academic results, which has promoted postgraduate supervisors and postgraduates to dive into their studies and produce high-level research results." This is the common feeling of many instructors and postgraduates in Tongji University.

Emphasizing the quality of achievements, downplaying the quantity of achievements, identifying diversified academic achievements and strengthening the main position of dissertation ...... Since 2017, the Degree Evaluation Committee of Tongji University has insisted on the multi-dimensional evaluation of talent cultivation and authorized each sub-committee to formulate scientific and reasonable diversified degree standards based on the characteristics of disciplines. It has strengthened the management at the university and college levels, made efforts to eliminate "thesis-only", especially "SCI-only", and gradually established a diversified degree standard system.

The university has given the faculty the autonomy to implement the "application-assessment" selection mechanism for doctoral students. As early as 2010, Tongji University piloted the "application-assessment" system for doctoral students in 13 colleges with key disciplines, highlighting the assessment of scientific research ability and cultivation potential. In 2020, the "application-assessment" system has achieved full coverage of all disciplines and majors in the university. The proportion of students from "double first-class" universities exceeded 75%, and the quality of student source was steadily improved.

The university has established a "rigid and flexible" triage and withdrawal mechanism, and the university and faculty have collaborated to improve the comprehensive quality of graduate students and their training. Since 2017, Tongji University has gradually established and improved the triage and withdrawal mechanism based on the whole process of talent cultivation management, focusing on ethics and academic integrity, process evaluation and academic evaluation. In the recruitment, training and thesis process, academic misconduct will be rejected by one vote; in the training process, if a student fails to pass the assessment of key aspects, he or she must withdraw, reflecting the "rigid" nature. In consideration of the differences in disciplines, the dissertation is categorically guided, and the subcommittee is authorized to formulate rules for the implementation of blind examination, pre-defense and defense of the dissertation, and the Graduate School is responsible for filing and supervising the implementation, reflecting the "softness".

Led by the Office of Teaching Quality Management of Tongji University, the internal quality assurance system of talent cultivation has been established and a quality culture has been formed.
