  University of Science and Technology Beijing insists on taking Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era as its guide, fully implements the spirit of the National Conference on Postgraduate Education, focuses on the fundamental task of establishing moral education, builds "four systems", strives to create a first-class postgraduate education system with the characteristics of the University of Science and Technology, and strives to improve the quality of postgraduate training.


  We will make efforts to build a system of thinking and politics education that cultivates the roots and casts the soul. We will strengthen the construction of the course of thinking and politics, implement the "postgraduate course of thinking and politics demonstration class construction project", promote the comprehensive reform of "three comprehensive education", and strive to build a "big thinking and politics" work pattern. It implements the three projects of "academic piloting, practice strengthening and innovation development", creates the public course of "Great Iron and Steel" led by academicians, and continues to carry out brand activities such as academic forum for postgraduates, selection of top ten academic stars, and postgraduate scientific and technological services and posting exercises. The company will play a leading role in party building, carefully design the second classroom for postgraduates, strengthen the mental health education of postgraduates, and promote the integration of the party, class and group to educate people.   Efforts to build an innovation-led teaching and education system. Optimize the layout of disciplines, aim at the frontiers of science and technology and national needs, establish a number of research platforms such as the Institute of Convergence and Innovation, explore the construction of strategic emerging interdisciplinary disciplines such as artificial intelligence and big data, and form a disciplinary structure with engineering as the main focus and coordinated development of multiple disciplines such as engineering, science, management, literature, economics and law, as well as a cultivation structure of academic and professional degrees in synergy. The university will deepen the enrollment reform, implement the "application-assessment system" for admission of doctoral students, implement the management of enrollment plan at the school and training unit levels, and establish a dynamic adjustment mechanism. Improve the quality of student sources, rely on the full tutorial system for undergraduates, gradually expand the proportion of exempted students, direct doctoral students and master's degree students, adjust the academic system of graduate students, design integrated training programs for graduate students, and promote the reform of through-training of master's degree and doctoral degree. Deepen the reform of postgraduate education and teaching, implement the "standardized construction project of postgraduate courses", cultivate national postgraduate education and teaching achievements, and create high-quality model courses; strengthen the construction of teaching materials, implement the "construction project of high-quality postgraduate teaching materials", and set up a special fund to support the construction of teaching materials system.   Invest in building a scientific and rigorous comprehensive evaluation system. Strengthen the management of cultivation process, establish the whole process of quality monitoring, academic early warning and streaming selection mechanism, explore the implementation of the system of separating graduation and degree awarding of postgraduates, and set up five exits of degree awarding, graduation, completion, incompletion and withdrawal. The university will improve the conditions of degree conferment, insist on "breaking the five only and doing something", improve the orientation of education evaluation, establish a scientific evaluation mechanism of academic innovation achievements, formulate the Regulations on the Evaluation of Academic Achievements of Graduate Students Applying for Degrees, and further promote the implementation of the classification evaluation standards of various disciplines. It will strengthen the management of supervisors' positions, formulate the Measures for the Management of Graduate School Supervisors' Positions, reform the appointment system of supervisors, and make teacher morality and teacher style the first criterion for evaluating the quality of supervisors; improve the system of auditing supervisors' enrollment qualifications, simplify the way of recognizing the qualifications of doctoral supervisors; implement the "project supervisor system", and effectively protect and regulate supervisors' enrollment rights, supervisory rights, evaluation rights and management rights. The system of "Project Mentorship" has been implemented to effectively protect and regulate the admission, guidance, evaluation and management rights of mentors.


  The quality management system of comprehensive protection is being built. The quality supervision of dissertations is strengthened, the construction of scientific ethics and academic style of postgraduates is emphasized, the red line of academic integrity is adhered to, and academic misconduct is clearly linked to the admission qualification of supervisors; the system of blind examination of doctoral dissertations is improved, the pilot work of blind examination of master's dissertations is launched, the proportion of sample examination of dissertations is increased, and the quality of dissertations is considered comprehensively; the rewards for excellent doctoral and master's dissertations are increased. Implement feedback on education quality evaluation, compile the Quality Report on the Development of Postgraduate Education, publish the Postgraduate Teaching Work Newsletter from time to time, build a teaching quality information feedback system, integrate data on the basic status of training units, disciplines and the overall status of the university, and improve the effectiveness of assessment. Strengthen the construction of supervisory team and continue to grasp the teaching and learning style. Strengthen management responsibilities and multi-departmental coordination, enhance information construction, simplify the comprehensive postgraduate business handling process, carry out professional training for management personnel, strengthen service awareness and improve service level, and ensure smooth consultation and complaint channels.
